When you think of the UAE, you think ultra modern skyscrapers, you think luxury cars, you think luxury and grandeur. But the country is building something far more transformative. It is building an AI first nation. You heard that right. In a move that could redefine how governments function in the digital age, the United Arab Emirates has announced an ambitious plan to integrate Agentic AI across half of its public sector operations within the next 2 years. This with an aim to position itself at the forefront of autonomous governance. Simply put, the UAE will become the world’s first AI run government.
Its cabinet approved the launch of the world’s first integrated regulatory intelligence ecosystem within the government through AI. They have revealed that 50% of government sectors, services and operations will transition to agentic AI which are essentially systems capable of independently analyzing data, making decisions, executing tasks, and improving outcomes in real time.
With this overhaul and a regulatory intelligence office and a 5-gigawatt AI campus in the desert, the UAE aims for AI to contribute over 10 billion Emirati Dirham which is about 2 billion US dollar to its GDP within 2 years. The goal is to enhance service delivery, accelerate decision making and significantly boost efficiency across departments.
The 2-Year Deadline & Evaluation Metrics
Unlike many policy announcements, the UAE’s AI transition comes with a strict 2-year deadline. Government performance will be evaluated based on three key metrics:
- Speed of adoption
- Quality of implementation
- The ability to redesign workflows using AI
So, what happens to government officials? The UAE envisions a parallel investment in workforce capability alongside technological infrastructure. According to the plan, every federal employee will undergo AI training.
Two Decades of Digital Governance
Over the past 20 years, the UAE has steadily digitized governance, moving from early e-government initiatives to mobile first services and fully integrated systems. Key steps included:
- The UAE pass: Streamlined identity verification.
- Government services 2.0: Enabled proactive data driven service delivery.
- First Minister for AI (2017): It became the first nation to appoint a dedicated minister for AI.
- AI Strategy 2031: Launched as part of its long-term development vision.
- New AI Ministry (2020): Creation of the ministry of artificial intelligence, digital economy and remote work applications.
Now with this, Sheik Muhammad said that he wants to create a more agile and impactful government.

The Global AI Race & India’s Position
As of early 2026, over 70 countries around the world have moved from experimental AI to operationalizing AI for public benefit. The United States is leading that race. But China is beating it as far as implementation is concerned, followed by the United Kingdom. But the UAE has rapidly advanced toward AI native governments.
So where does India stand in all this? India is not just introducing AI but is emerging as a global leader and India is what many call a sleeping giant that has woken up fast particularly in enterprise and public sector AI adoption. Here is a look at India’s recent milestones:
- Global Endorsement: In February 2026 over 90 countries endorsed the India AI impact summit declaration which focuses on responsible and inclusive AI adoption.
- Top Tier Ranking: What’s more, India ranks third in global AI vibrancy according to the Stanford 2025 rankings.
- Massive Investment: The India AI mission has committed over 10,000 cr rupees to build sovereign computing infrastructure.
- Regulatory Push: The government of India has also established a task force for an AI regulatory authority and introduced the India AI governance guidelines in late 2025.
India aims to act as an AI garage for emerging economies.
